Regulations
The admissions of non-Iranian students is subject to the following regulations:
• The applicant must have a non-Iranian citizenship and present valid non-Iranian identity documents.
• The applicant must get the agreement of the Student Affairs Organization that there is no legal prohibition for them to continue their studies at the university for which they must fill in the academic admission form on the website of the Organization and the NonIranian Students System.
• The applicant must get the agreement of the Student Affairs Organization that they have general qualifications, which involves correspondence and obtaining approval from relevant authorities according to the laws and regulations of the Islamic Republic of Iran.
• The applicant must have a valid physical and mental health certificate approved by the authorized doctor of the representative of the Islamic Republic of Iran in their home country.
• The applicant’s final registration and education, except for the following cases, depends on completing the legal procedures for leaving the country (except for non-Iranian applicants not residing in the country) and obtaining a passport as well as a study visa:
• Holders of political asylum
• Some Iraqi students holding special identity cards for non-Iranian nationals who are currently prohibited from obtaining an Iraqi passport from the Embassy or Consulate of their respective country in Iran can register and continue their studies based on their special identity card for non-Iranian nationals until the obstacles are removed.
• Obviously, as soon as these obstacles are removed, the aforementioned students, like other non-Iranian students, are required to complete the formalities of leaving the country and obtaining passports.
• Non-Iranian citizens who are the result of the marriage of Iranian women with non-Iranian men can register and continue their studies in the academic units based on their valid identification documents (with the permission of the relevant governorate) and they do not need to obtain a clearance certificate and complete the legal procedures for leaving the country in order to obtain a visa and study residence.
• The applicant only needs to obtain the initial certificate once from the General Offices of Foreign Nationals and Immigrants in the provinces. It must be considered that before the end of the study period, the applicant is obliged to refer to the international department of the university for reconfirmation of their valid identification document.
• PUT has no obligations regarding the issuance of residence permits for the applicant’s family.
• Student transfer is forbidden (except with a written and direct request through the Ministry of Science, Research, and Technology and the review of the case by the university's Admissions Committee).
• Iranian students applying to transfer from a foreign university to PUT, after receiving admission through the Deputy of International Affairs, can start studying in one of the three bachelor's, master's, and doctoral degrees only as a transfer.
• All applicants must register their application at least two months before the start of the intended academic semester in the systems of the Deputy of International Affairs or the Sajjad System of the Ministry of Science, Research, and Technology.
• Non-Iranian students at all educational levels must take Persian language courses in approved centers before starting their studies.
• If inconsistencies are found in the conditions of admission and registration of the applicants with the rules and regulations at any stage of registration and study, the continuation of their admission and study will be prevented with the approval and recognition of the university’s Deputy of International Affairs.
• The applicants will be subject to the educational, student, and other relevant rules and regulations of PUT, just like Iranian students.
• Non-Iranian applicants who have completed their previous course of study in Iran's higher education institutions are required to submit the original certified documents of the previous educational levels along with transcripts including diplomas, associate’s degree, bachelor’s degree, and master’s degree for admission to any level of education.
• Academic certificates and transcripts issued by the universities of the applicant’s home country must be verified by the respective Embassy, the representative offices of the Islamic Republic of Iran, and the Ministry of Foreign Affairs of the Islamic Republic of Iran and submitted along with their Persian and English translations.
• Afghan applicants who have a diploma from Afghanistan must submit their documents confirmed by the Ministry of Education of Afghanistan, the Ministry of Foreign Affairs of Afghanistan, and the Embassy of the Islamic Republic of Iran in Kabul.
• Non-Iranian applicants are required to confirm their diplomas at the Center for International Affairs and Schools Abroad in the Ministry of Education of Iran, so that these degrees are matched with pre-university degrees in Iran.
• Applicants can apply for admission to the university after completing the training course and before receiving a degree or presenting their thesis, but the admission is subject to receiving a degree or presenting their thesis by the end of the same semester and before registration. The admission will be canceled if the applicant cannot provide respective documents and presentation certificate by the end of the final registration.
